Most of the time in GTA the police are chasing after the player but sometimes they are willing to protect players from angry pedestrians. A YouTube video from Sven Scholte shows that the LSPD (Los Santos Police Department) are willing to kill unarmed pedestrians in order to maintain the peace. The full video can be seen below:
As you can see from the video the police do not waste any time and immediately fire rounds at the homeless black man. Considering that GTA V is a critique of American culture, in addition to the American dream, it is no surprise that an aggressive Los Angeles police force can be found in the game.
American police have been in the news a number of times for excessive brutality on ethnic minorities, an example of this is the Michael Brown case, so having the police open fire almost immediately on an unarmed black person definitely ties into the satire of American culture which Rockstar Games was aiming for.
