In 2014 Riot announced several upcoming changes to League of Legends’ rune system, but they weren’t able to implement them in time for the current season. Riot has announced that a few basic changes will be made in the next patch, but they probably won’t be making any other major changes to the system during the 2014 season. First of all, they are temporary reducing the price of runes and IP boosts by 30%. The sale will last from the day the next patch goes live until the end of April.
The following are examples of a few of the changes being made to League of Legends, but the full list can be seen on Riot’s website. Riot also pointed out that the changes listed are only for LoL’s tier 3 items, but that players can expect similar changes for the other tiers as well.

Armor:
- Per seal: armor will be changed from 1.41 to 1.00 armor.
- Per 9 seals: armor will be changed from 12.69 to 9.00 armor.
- All heroes will gain +4 base armor in compensation for the change.
Scaling Armor:
- Per seal: Armor will be increased from 2.7 armor at level 18 to 3.0 armor at level 18.
- Per 9 seals: Armor will be increased from 24.3 armor at level 18 to 27.0 armor at level 18.

Scaling cooldown reductions:
- Per Glyph: The cooldown reduction has been changed from 1.11% at level 18 to 1.67% at level 18.
- Per 9 Glyphs: The cooldown reduction has been changed from 9.99% at level 18 to 15.00% at level 18
Mana regeneration:
- Per Glyph: Mana regeneration has been changed from 0.31 per 5 seconds to 0.33 mana regain per 5 seconds.
- Per 9 Glyphs: Mana regeneration has been changed from 2.79 per 5 seconds to 3.00 mana regain per 5 seconds.

Cooldown reductions:
- Per Quintessence: Cooldown reductions have been changed from 1.67% to 2.50%.
- Per 3 Quintessence: Cooldown reductions have been changed from 5.01% to 7.50%.
Attack speed:
- Per Quintessence: Attack speed has been changed from 3.4% to 4.5%.
- Per 3 Quintessence: Attack speed has been changed from 10.2% to 13.50%.
