The new DriveClub update will be released within the next 24 hours according to Evolution studio on Facebook
Earlier today on Facebook Evolution Studios announced that they will be releasing the new DriveClub update, alongside a bunch of server upgrades over the next 24 hours, which will improve server performances, clubs and multiplayer functionality.

PS Plus owners will be left waiting a while longer as Evolution Studios are upgrading their servers.
They also stated on Facebook that they are also “running essential diagnostics periodically to help us continue to improve server performance, which may disrupt online play for you when you get connected. This will be kept to a minimum.”
They also stated that “We’re glad that more of you are getting to play online but we are sorry that many players are still having a hard time getting connected. We are working around the clock to improve connectivity and will keep you informed as we continue to make progress.”
CVG has revealed that this update is coming as part of the 1.04 patch, which will also fix issues such as scheduled events occasionally disappearing from the Event Browser, and fixing the problem some players have run into where the Time Trials and Drift Times have the wrong times/scores.
Since its release last week players have been struggling to access the multiplayer aspects of DriveClub due to the servers not being strong enough to handle the amount of players trying to get online.
Due to this Evolution Studios had to delay the release of both the My DriveClub app and the free DriveClub PS Plus edition. Speaking of PS Plus Edition, the announcement on Facebook made no mention of either of these so PS Plus owners will be left waiting for awhile longer.
This new DriveClub update is part of the continues attempt of Evolution Studios to fix the server issues that have been plaguing the game since its release.
